Running is an obvious gimme, try and run on soft surfaces like grass or clay tracks to spare your knees. If running on grass be cautious of holes. Swimming is good too because it's not hard on the joints.

Swimming is pretty awesome, good for mixing up your cardio so it doesnt get boring. Stairmaster is pretty grueling IMO

Olympic swimmers are limited by the number of strockes they make, olympic sprinters dont have such limitation.
Olympic swimmers rely on small muscles (delts, biceps, romboids, lats etc) for the primary force output.
Olympic sprinters rely on the biggest muscles of the body (vastus lateralis, mediales rectus femoris, hamstrings, bicep femoris etc).
So still, even if the humans aint made like dolphins, the heavy usage of the largest muscle groups will always translate to more energy consuption.
A cheta can sprint 500m in a short period of time (cant make the maths of mass*acceleration) but i do know that after that, the cat is depleted for several minutes.

If you want to spend little money and combine it with leg day, get a bike and drive like 20 miles at a high speed at least once a week.
The first time your cardivascular system will not be up to the task to do it in one hour, start with a low speed and increase it slowly.
Over time your speed will increase and you´ll get gains on your legs.

You can either, push a lot of blood and inhale a shi ton of oxygen for a short period of time OR can push some blood and some air for an extended period of time.
