Cut now, bulk later. Otherwise if you bulk now you'll get even fatter so if you try to cut later it'll either take forever or you'll lose most of your gains. Better to cut when you've got less muscle. Mind you, I can't tell how much muscle you've got under that layer.

The problem with maintenance or a small deficit/surplus is that (provided you're working out enough) you will burn fat and build muscle simultaneously, it's just that it'll be really slow. If you focus on either losing fat or gaining muscle, because they are two separate goals, you progress more quickly with whichever you do. It's better to do one thing well than try both poorly. So whether you cut or bulk, remember that whatever physique you're working towards in the short/medium term, think of it as an intermediate stage rather than the physique you want long term

WRONG. you lift HARD, consume a minimum amount of lean protein (generally speaking ~100g a day), and get enough sleep - you will gain muscle, even on a cut. Stop trying to make excuses, fatass.
