To expand, the whole plan was in someway a restatement of Westphalian sovereignty, with more of an explicit focus on balance of power and the caveat that external intervention was warranted in cases of Revolution. The problem is that it supposed Revolutions would be discreet. In 1848 everyone blew their top. Also nationalism and the desire for German unification ensured a strong German state would emerge that upended the balance of power, while it also ensured that if Austria was not the leader of this new Germany, it would get torn apart by the rival ambitions of it's nationalities. Austria basically defaulted out of ruling Germany when the court realized trying to unify Germany would mean losing the Empire. Ironic considering the 30 Years War was Ferdinand trying to unify Germany and creating the Austrian Empire instead.

French monarchy (the July Monarchy if you want to look it up) collapses and republic starts. They elect Napoleon III president and he becomes emperor later.

Revolts happen all over Germany. Prussian King gets booted from Berlin. Has to retake it by seige.

Germans try to unify by small princes want to stay in power, so revolts everywhere.

Italians want to unify too and revolt against Austria. Piedmont is the key power in Italy and like in Germany all the smaller powers don't want to give up their soverignity, so infighting starts.

Revolts in Austria and Hungary. Hungary tries to get more and then total independence. Hapsburgs forced to flee Vienna.

Venice declares a Republic.

Germans want to unify but Schleswig Holstein is mostly German but part of Denmark so Prussia and other German states begin a three year war in Denmark.

Poland already revolted by tries again since everyone else is. Eventually the liberals turn on the radical socialists and side with the old monarchies in exchange for constitutions.

Explain to me how it is that Prussia is partially inside, but also partially outside of the German confederation? Same for Austria and Denmark.

those territories were conquered or inherited by the rulers of the constituent states inside (or outside, in case of denmark) the confederation but the boundaries of the confederation itself was fixed and the overlord of the confederation (historical the HR emperor) did not have the power to coerce denmark or prussia to give up territories or incorporate them into the empire. alternatively, the emperor negotiated with them in exchange for loyalty or other services so they can keep these territories. also, originally, prussia was a part of the teutonic order and then became a vassal of the polish king when the state became secularized by the last grandmaster albrecht hohenzollern, whose line died out and passed to the hohenzollerns of brandenburg. finally the emperors (habsburgs from the 15th century onward) themselves had territory outside the empire from conquest and inheritance and ironically they used these personal domains outside the HRE to bribe electors of the HRE to keep granting them the position of holy roman emperor after each habsburg ruler died.

It's one thing for the Congress to be gone and another to destroy what it had built. It certainly did die in 1848 but Bismarck sealed the coffin shut. I also never said anything about Balance of Power - Bismarck's tenure as chancellor was ultimately a failure.

A big mistake was to revolt a decade earlier. Had Poland waited 10 years it could have used 1848 to regain independence under Russian protection with Poznan and Krakow added to Congress Poland as autonomous kingdom united with Russian Empire.
