I use to run a 19:00 minute 3 mile now every time I run, I start dry heaving about half a mile in at a relatively slow warm up pace and hinders my ability of running because of loss of breath...what the fuck is going on with me?

get one of those fitness watches and run the same route each time. aim to knock 10 seconds off every session.

if you ran 30 minutes a day for 4-5 days a week for 3 months you'd be able to run 19 min 3 miles again

it only takes a month of sedentary behavior to lose 30-40% of vo2max
weightlifting does jack shit for cardiovascular fitness
