Most every genetic standard is based off of the white average. So probably yeah. Whites tend to have higher muscle mass and bodyfat compared to other races. They're also "thicker" than east asians when you measure shit like wrist and neck circumference. Bone density would also effect BMI.

Well I did a little digging and you're not wrong about it being based off of caucasions, however asians have a higher bodyfat than the scale proposes. (which makes sense as to why healthy ones are lower on the scale)
