Usually it's for convenience. If someone is working up in 20lb (or similar) jumps and knows they're gonna be making similar weight drops on the way down, it's a whole lot more convenient to just shove some 10s or whatever on there than fuck about with extra unloading on every set. Especially if you're dropsetting.
