He's moving forward at the same speed as the boat. Someone standing still watching from the side would see him moving in a forward arc.

If this guy wasn't behind a steering wheel, he would have skipped out the front of this boat like a rock being tossed by giant.

This guy was just stupid. The boat just wasn't designed for the speed he was going. Hell the boats that are designed for it have killed lots of people.

It's the same reason why jumping won't save you if you were inside an elevator that malfunctioned and fell 100 floors. Everything free falling in that "space" of the elevator is going at the (relatively) same breakneck speed.
Same with the boat. The passengers are all traveling at about the same speed within the "space". One of the few ways to disrupt his "personal speed" would be to wear a parachute. The media they are traveling through would affect his "personal speed" enough to displace him, likely off the boat.

A car going 100kph/60mph will have a fair bit of wind resistance if you throw a ball in the air outside.
Boats like the one in the op don't go 100kph, they go 50kph/30mph at the absolute most.

A person is also considerably heavier than a ball. A greater mass at speed requires much more force to slow down. As you can see in the webm he landed slightly further back.

There's nothing unusual about the video.
