Women can gain muscle at the same rate as men. The difference is the muscle mass they start at which limits what size their end point gain is. There's also no difference in MPS between men and women, irrespective of hormones. The hormonal component matters more during developmental stages of life, and in non-physiological states e.g. hypogondal.

Bottom line is, with adequate training stimulus and diet, they can indeed build a good butt by muscle hypetrophy. They just wont be as big as male counterparts, as they start off with less LBM, and are hindreded by fat distribuition (which yes hormones affect).

Now take things to a supraphysiological/PCOS and hypogondal to normophysiological state and yeah, the hormones then matter. Otherwise, neh.
