Wrong. The "belly fat" that most people have a problem with because they want to see abs isn't even fat but retained water. If you eat a lot of corn syrup and caffeine your belly will bloat up as you hydrate.
Just go a few weeks without sodas and sweets and you will see abs if you are a decent weight cardio or not.
