I've lifted for a lot of time but most of that was maintenance or cutting so I didn't make any gains. I've maybe bulked for 3 months in my life and you can see the result of that because my back and arms are a hell of a lot less flimsy than they were before that. I'm cutting again and eating half of what I used to eat a month ago, cut off all processed food or sweets but I still can't seem to lower that scale number. So that's why I don't know if I should continue cutting..

you need to add 10-20 pounds of weight to your lifts each month for another 6 months at least. everything else will fall into place.

But I can't do that if I am cutting or maintenanceing, I am failing my lifts as it is. So I should probably bulk a bit huh.

If you want muscle mass, yes. Yes you should. Eat 500 kcal above maintenance and do sets with more reps, maybe you can cut in a year if you work hard enough
depends what you want, you aren't holding a great deal of muscle so you aren't going to look huge if you cut, but, you could cut be in decent shape for the summer.
it's nice being lean for summer, you feel less self conscious and more comfortable but it's going to slow down your overall progress where as bulking through summer is horrible unless you just cocoon mode and don't go or see anyone but it's good for progress.
personally I'd do a mini cut closer to summer lean up a little then go into a very slight surplus so you don't blow up, you get to be leanish for those nice summer days walking along the beach with your boyfriend but you also get to make some small progress as opposed to bulking and being a fat cunt or cutting and being a skinny weak cunt.
sounds like your body has got used to the deficit, to stand any chance of making any progress or getting lean you're going to have to get your maintenance back up.
slowly increase your food and forget about summer and any idea of being shredded.
Everyone cuts and thinks it's hard but bulking is just as hard you have to be ok with getting a bit fatter and heavier it's a process and you've fucked it up by wanting to cut and wanting to bulk every other month.
Focus on getting those calories up, get stronger then when it comes to cutting you'll actually have muscle to cut down to and calories to reduce
