Lab scientist here. This is actually very likely. Either OP has historically low T levels and will end up in some medical journal, or the guy doing the test loaded the wrong sample and just measured background.

It's a country thing. Americans use deci litres because they're special. Most countries will use mili litres. Americans can't use SI units properly apparently. g/mg/ng/pg per L/mL/nL/pL are generally used for mass, volume or concentration. Generally you would stick to L and vary the g/mg/ng/pg to whatever you're measuring. Hormones are usually in the region of mg, ng or pg/L.
