My gym doesn't get many girls, but from what I've seen most of them wear tights or athletic shorts, but they don't particularly slut it up. For better or worse those are normal gym clothes now.
Compared to what I've seen in the background of bigger gyms in youtube videos and whatnot it's not even close. Some of them look like they're dressed and dolled up for a rave instead of some exercise.

1. most gym clothes for women are designed like that and it takes too damn long and too much effort to find any that aren't that revealing, if they even exist
1.a most women don't care if they are that revealing
1.b they could wear t-shirts or something else but want to wear the uniform to not look strange. I actually go to the gym in pajamas and t-shirt and I look like a homeless bum, but I don't actually care
1.c for the fatties who need to be at the gym it's even harder to find those clothes that fit, fit the gym uniform, and aren't too revealing
2. there is a practical aspect to spandex/form fitting clothing, not only is there less chance of it getting caught on something but it decreases friction in those bits where skin would rub together, because they're fat, which is why they're at the gym (think between the legs)
