That's not a good idea because it would make young people lose the flexibility of being able to learn a trade from their early life.
As an example, somebody that clearly isn't fit for studies can still quit secondary education and instead work as a craftsman or as an industry worker thus learning the in outs of the job early and therefore having an easier time getting promotions later.
my only concern would be that we could actually raise primary education to up to 15.
Just two more years and then secondary education up to 20 years.
Of course doing this would cause us to offer more specialized and diverse programs but if we have the infrastructure to back it up it should be even better.

I say A C and D, But don't make C free, make it cheaper, Like fund only half or 3 quarters of Tuition.

remenber that's it free only if you succeed the secondary educations tests.

Fair, but if at least half is paid for, then you should be fine to pay for the other half, and if you did really well, scholarships exist.
