shoal is a little bit worse because you need an otherwise useless 9 mana red card to work with.

and affinity would get wrecked but it could also get boosted easily with the next artifact set and balance it well

You can't justify Shoal being banned with Nahiri and PrimeTime legal. All 3 of the cards are essentially the same; mediocre standalone cards that happen to be great combo pieces.

LOL that's like saying you can't justify SFM being banned with Bob and Snappy legal. Yes, they are all great 2 drop value creatures, but SFM happens to be far more powerful. Same goes for your example; Shoal is far more powerful than the other 2 cards you mentioned.

I see literally no advantage to this that a player should care about.

From WotC's perspective, it would have the advantage that the money cards would be harder to forge since every rare has a holo stamp, but if even WotC doesn't give enough of a shit to go for it, I don't see why any player should.

There is currently no agreed upon set to start the format at. The people who want it are basically just Extended fans on reddit who are dissatisfied with Modern.

Shoal let's you combo off completely tapped out, which is kind of absurd. You can peer through depths into shoal/dragonstorm and kill them on the same turn. The card really doesn't need to be unbanned.
