It depends (partly) upon how seriously the setting takes itself.

It could be ridiculously over-the-top ("our mission is to infiltrate this daycare and PAINT ALL THE CHILDREN IN IT WITH PINK AND PURPLE POLKA-DOTS!") or actually serious ("we're child soldiers") and it might be halfway decent.

There are also certain other aspects to be taken into account. I mean, no offence to him, but if it were run by the GM for my Friday game, I'd be out. In fact, it would have to be a very, very good GM (with a proven track record that I have first-hand experience of) for me to consider it.

Do it with MAID and have all the characters be anime stereotypes: 100% genki all the time pink haired girl, twintail tsundere, blue haired stoic, etc.

Then have them shoot up office buildings and plant bombs while staying completely true to their character. Have the entire world react and be exactly the same as the normal world, but have the maids somehow be immune to that and have wacky Columbine-tier adventures.

Every time Genki is trying to plant a bomb she fucks it up and goes 'waaaah!' until the tsundere comes over and calls her a baka and fixes it. Not-Rei keeps being too rough with the hostages because it's just logical to bash them in the face with the butt of your rifle when they are shouting, so Tsundere has to calm her down while Genki slowly and cheerfully counts out rounds as she refills magazines in preparation for the police siege. Tsundere trips on her high heels just as a police sniper fires at her and all the hostages get a pantsu shot, but everyone is terrified to care despite how embarrassed she is by it.

I am definitely fucked up enough to enjoy this.

Every hobby is bound to get a CGDCT anime eventually, so all we have to do to get this is make terrorism a hobby.
