I've had players try few times but as you expect they ended up not contribution much to the game, other than being cute.

I suppose it depends on what you consider a child. I've played characters as young as 15, and as long as their backstories support their talents and abilities, they play just like any other PC.
Although, bonus points for roleplaying teenage immaturity correctly. It's difficult to find the line between autonomous adult and completely naive in a realistic way.
I have, however played in a game where all PCs were 11 years old. That was fun, but we mostly ran around stealing pies and beating up bullies, so it's not really the same context. At least, until the body-snatcher showed up.

I'm running an Only War game using an original setting where a state-run orphanage has formed an entire regiment of young girls 15 to 17 and is sending them off to fight a proxy war across the globe not unlike the Vietnam War.
It's more a sign of desperate times than anything. Crippling manpower shortages means nations are looking everywhere they can for fresh soldiers.
