Dragon Dance (Su): By spending a standard action, Dragonite can initiate a strange dance that conjures up powerful ancient energies. After the dance is complete Dragonite gains a +6 enhancement bonus to Strength and Dexterity.

Dragon Rush (Ex): Dragonite can slam its body into foes in a devastating manner. When charging, if it hits, the foe takes 1d6 points of damage per hit die and is knocked prone if they fail a balance check (the DC is equal to the damage dealt). If the foe is knocked prone, Dragonite can continue the charge another foe as long as it has movement left.

Aqua Tail: Dragonite can call up a wave of water to sweep its tail around. This allows it to make a single attack roll, comparing it against the AC of every target it can reach. It cannot make use of Improved Grab; however, every target hit is damaged and knocked prone.

Multiscale (Ex): Dragonite has multiple scales, gleaming most beautifly in the light. When it is at maximum Hit Points, it takes half damage from any source. If it has even a single point of damage outstanding, however, this effect is inert.

Hyper Beam (Su): Dragonite can emit a crushing beam of force from its mouth once per minute. The Hyper Beam follows the rules for a dragon's breath weapon, the beam inflicts 20d6 force damage.

Outrage (Su): When Dragonite enters an Outrage, which takes a Full Round Action, everything within 50 feet takes 1d6 damage per hit die. This leaves a smoking crater in the ground. The following round, it automatically uses the ability again, this time hitting for 1d8 damage per hit die out to 75 feet. Finally, on the third round it deals 2d6 damage per hit die out to 100 feet, then becomes Exhausted for one round. This cannot be used while Fatigued.

Why is it useful to reduce damage by half on one attack?

Either your opponent opens up with a big attack and you shrug off half of it, meaning they somewhat wasted the potential of said attack, or they open with something small and waste their turn on piddly damage. Plus you could always heal up and force them to go through it again.

Pokemon battles only last for one to three attacks per Pokemon usually. Just one attack being halved is a big deal.

Depending on the format and the metagame for said format, things can range from eternal stalling to fast as fuck hyper offense

That's pretty much always been the deal, user. If you're taking less than a third of your opponent's HP in an attack, you're either hitting a wall or you're doing it wrong.
