So have been looking to get into Eldar for a while but was put off by what seemed to be a lot of negative bias. Luckily I don't much like the Wraith units and I don't plan on getting Jet Bikes or Swooping Hawks so I think I should be in the clear. My favorite "Aspect Warriors" are the Fire Dragons and I am not looking for a huge model count army so I am hoping that for 1000pts the following list will work.

I've been playing 40k vidya and reading the books for a few years and have watched some batreps and have the rulebook+all Eldar Codexs on my tablet, when I went into my local gaming store they had three tables full of people playing but it seems most of them are playing Space Marines. (If that helps with giving insight to my meta, there was also an Imperial Guard and Dark Eldar player) Could I straight up at Pheonix Lord Feugan to this list and some more Wave Serpent gear to go up the next step in points? Could I get some advice on what to do with my Grey Knights?
Their fluff is cool to me and I like their version of power and terminator armor so after I got my hands on a Rule book and before I downloaded my codex I rushed out and bought a Blood Angel's Terminator Librarian (model has a cool pose and I like the axe) and a box of Paladins.
I still haven't gotten a game in yet and was reading through the rules when I realized I need troops to run an actual army.
Unfortunately not really I love the new models for my birthday last week I got a Land Raider Crusader and a Dreadknight (Is the sword and fist + psycannon a good loadout for this thing btw?)
Now I troops and have heard the Terminators for troops isn't the best gimmick. The problem is that I am at almost 1000pts just with the models I own.
What should I cut too make room for troops and is 1000-1250pts too high to start?

I dunno mate, the BT are second founding and the only ones who worship Dorn as much as them are the Hammers of Dorn, but they follow the Codex so perfectly that they've mastered the art of venerating the primarch, as detailed by Roboute Guilliman, and therefore do not actually worship.

Reavers are decidedly not cheese even in MSU. They don't gain the awesome armor or twin linked weaponry of any of the other bike units in the game, they physically can't survive charging a unit with even a single flamer. Trust me noone is going to accuse you of cheesing Reavers or Dark Eldar in general unless maybe you go Haemonculus covens.
