These one sjust look like they've just come out of paint stripping. At least whenever I strip pain from non-metal models, it's very difficult to fully remove the undercoat, leaving them looking pretty much like the ones in the picture (although usually black instead of red), and since the stripping solution I use also seems to weaken the glue if I leave the models submerged into it, they end up falling apart during the stripping. After reassembling them and applying new undercoat and paint, they end up looking almost as good as new, though (although inability to fully remove the undercoat leads to some loss of detail and unevenness, but usually too small to be visible unless you hold the model right up to our face).
