You're right on blacks and staying warm, but add a resistance to disease instead of stealth bonuses since Africa has literally been throwing whatever it could make up at them and they're doing relatively fine. Bonuses to Str and Dex, with mechanics that encourage aggression due to warrior genes. Maybe a nerf to wisdom.
White's also have rewards for aggression due to warrior gene, but nerfs FOR using it as well due to cultural reasons

Actually pale skin only began being selected for after the advent of agriculture because early farmers would've had a much more difficult time getting vitamin D with their limited diets than hunter gatherers. Depends how you convert between Int and IQ. Simplest system that sorta delivers acceptable results is Int = IQ / 10. Given African-African IQs around 60-70, that would be like -4. African-Americans, being substantially admixed, with average IQs somewhere around 85, would have like a -2.
