Land is considered an extremely precious resource by the largest sapient groups in the setting (empires, corporations, whatever it turns out to be) due to the inherent difficulties of gathering resources, building infrastructure and general society management on the oceans. This extends beyond the ranges of standard territorial desire present within our own world's history, obviously.

There are 3 main 'races' on the setting

Most weapons are made out of whale bones.

The first race are sentient squid-people.

One of the primary races are elves, who use magical facial tattoos to cast powerful spells from their mouths

There's a legend among squid-folk that those of them who don't die until they're 150 turn into monstrous mindless giant krakens

It's not actually a legend, just that it is almost impossible to survive until 150 in the post-apoc world without dying.

As most of the civilisations got flooded, and it's already a few hundred years after the calamity, few artifacts tah survived are considered magic and relicts of old saint granting supernaturall powers.

Some also make you superhuman in all the ways.

The Water in this world is of such a low density, that no one can possibly swim in it.

The world was covered in water after a monster unfroze the icecaps, it was slain by six heroes

The heroes were cursed with immortality and are now trying to find a way to die

There's is a desert that consists of magical sand

the Sand is of such a high density, that every single sand particle weighs about a ton.

It's filled with sandworms
and magical desert anime fairies

The legend says if you put this sand into an hourglass, it will allow you to turn back the time itself, albeit briefly.

The wisest creatures in the ocean are whales.
HUGE whales.

There's a race of giant underground ant people that have a loosely soviet aesthetic.

Not only are they the wisest, but they are the most magical. Whalebone weapons are automatically better in terms of edge retention and such, and with the right knowledge whale bones and oil could be used for proper magic. We dishonored here.

The main monsters are skeletons, who attempt to mercilessly slay the Elves to take their skeleton bones.

Whales are even able to fly and are handled like godly creatures by the elven-mermaids.

they're also the only creature able to swim in the super low density water.

Things that die in the desert don't rest easily, it all coalesces into a giant abomination of bone and decaying flesh that roams the desert destroying everything.

Soul sucking demon mer-babies populate parts of the oceans.

The few solid ground lands that exist (aside from the cursed desert of heavy-ass, magical sand that's crawling with sandworms), are jealously guarded by those who know where they are. They use them as base of farming and industry and protect their location with fierce determination.

There have always been legends of a civilization hidden deep within the desert, in a dense, lush forest protected from outsiders and invisible without the right artifacts.

The legends were started by some guy making shit up to fuck with people. He thought it'd be funny if people risked their lives in the desert looking for something that wasn't there.

Turns out there is a hidden jungle city there. It's inhabitants are both confused as to how anyone gained knowledge of their existence and angry that explorers are getting closer to finding them.
