With how our January and December went here in Idaho, I would have thought a beastrider pack had passed through town.
I'm wanting to do a small freeguild force that I can also double as characters for Mordheim. My idea was that they were a town watch but had to abandon their settlement due to >Insert Horrible Monster< . The thing is though is that I really don't know all that much about AoS and I don't even know how to flesh this out or even if it makes sense for the setting. Any ideas or help for someone that might end up getting into AoS?

It makes sense for the setting. There are only four cities under Order right now, but plenty of scattered human settlements, particularly in the Realm of Azyr.

So, are the new cavalry units for Stormcast good?
I think they are good. They're mobile and good at harrying enemies. I think that opens up a new dimension for SCE where in addition to deep striking (which you get by default), you can rush troops across the board in case you make a tactical mistake here and there.
Personally, I think they are a good addition, but with my budget most likely I won't be fielding any of them.

How are human magic users in the setting? I know that in Warhammer they were treated much the same way as magic users are treated in european folklore and ascribed to many European stereotypes for mages, druids, alchemists and what have you.

There isn't too much on them in that regard, other than that they're trained in Azyrheim. Chances are, they're probably pretty rare because of that, although it'd be fair to suggest that human mages are popping up in human settlements outside of Sigmar's city.
The mage in your team could be one that chose to make his/her home in/near their home town, in order to study the region, or maybe searching for some hidden artifact. Maybe that hidden artifact was the reason why the town was destroyed, sought after by some Chaos marauders.
Or maybe the mage was just passing through when everything went down, and he/she unleashed hell and revealed what they were, saving who they could.

Same here. I'm debating whether do get it or more Judicators.
What I mean is they deep strike with the restriction that they must be 9" away from crap, and that is their move. So they need to make 9" charges or get shot to shit.

The norm seems to be nomadic tribes, but that's mainly a result of the Age of Chaos where humans that weren't in Azyrheim had to either submit to the Chaos gods or be constantly on the run.
HOWEVER, that period of human existence seems to be coming to an end now that Order has one their first big victory in the Realmgate Wars, where they established the three new cities in the Realm of Life. Plus, the Freeguilds existed prior to this victory, and their whole thing is building settlements and fortresses, so there's plenty of room for cultural identity. Your home town could've been an outpost established by a guild to keep watch over an area, for example, with all the guns and Holy Rome aesthetic you like.

Yes. The city in City of Secrets has dwarves as part of the aristocracy, and (dark) elves essentially running the docks as something akin to the mafia. It's worth noting, though, that that's one of the big-big cities, so it likely varies from place to place. The full-on cities likely have a lot of integration, but more isolated settlements could range from friendly to wary, depending on how you like it.
It's also probably worth noting that elves are known to be scouts and messengers for the Stormcast and Freeguilds.

That, or take the ability to reroll charges, and pack all 4 concussors into a single unit. Gotta get really unlucky to have them blown to bits before they see action: they have 3+ saves and reroll 1s, with 5 wounds each.

No, there are multiple cities that have cropped up in reclaimed territory in the other realms.
It's been three or four generations since the Allgates book. Settlements usually have a majority of one particular race, but will have typically have other races mixed in together.
Human mages are typically found as part of a college of the Collegiate Arcane. They're somewhat rare and reclusive, but the more high fantasy setting of Agr of Sigmar means that the average person has at least seen some magical events or creatures in their lifetime.
Building styles seem to be largely the same as the Old World, with a dominant Tudor style. But duardin, aelves l, and other races have their own architectural style, as well as different cultures and cities varying in design. A chapel worshipping Sigmar in the realm of heavens would look different than a church to Nagash in the realm of death
From the looks of it, most battalions will be changed, due to SC dudes getting deep strike by default. I do see a few new battalions too.

Cuncussors are the go to extremis unit but don't forget fulminators. They're not just good for the charge, they'll each do 2 mortal wounds per shooting attack (which they get D3 of each) within 3" which really, really makes a difference in a unit of 4

If you're looking for shooting, then drop tempestors, because they're cheaper and have better shooting. Even then I would likely just drop judicators with xbows because they are even cheaper with more shooting.
The shooting for extremis is just a bonus, a big bonus, but it's still sidekick to the excellent melee prowess and durability of cuncussors.

Flankers and harassers. They are not really light cavalry by and stretch of the imagination, but in comparison to the heavy-duty linebreakers that are the Dracothian Guard they are fairly weedy.
In practice, their potent mobility and solid ranged capabilities allow them to exploit weaknesses in the opponent's formation, murdering key heroes or making a mess of warmachine crews. And if they do get charged, each of them is still equal to a lesser hero at 5 wounds with a 4+ and a reasonable melee profile.
It's a shame you can't build an all-cavalry force between Palladors and Dracothian Guard.
I'm pretty sure all Daemons have a true name that keep secret.
It's how they can be controlled with The Grimoire of True Names.

Respond in kind. Grab beastclaw and see who has the better cheese.
Talk to him, tell him that you don't want to him to field the most powerful units every game, ask to play some narrative games, make up your own scenarios, etc. just pick the army you like and have fun.
Pick an army you actually like, so when his gets nerfed he's stuck with an army he doesnt like and models he doesnt want, whilst you get to enjoy the hobby aspect of the hobby.
