Take a little break to regain your creativity, leave the house for a bit and go for a walk. Do a small one to get back into it, best would be something very different from your usual projects.

I have this unfinished CYOA haunting me... and all these things in notes... and oh God I want to finish them but my brain draws blanks

Maybe try writing up stuff that's closely related to the things you're drawing a blank on (in the hopes that it stirs up some ideas that you could use for the things)?
Also try laying off the alcohol for a while, if you haven't already.

But I can write notes just fine, but it's like, my brain says "no" when I think about opening up PhotoShop.
I know most of the options I need to write, but my brain don't wanna.

That's only because your brain isn't on drugs.

You need a break, and you need to move your legs a little. Get a breath of fresh air. That usually helps when I have that condition.

And if doesn't help, just try opening PhotoShop and not letting yourself do anything other than work on the thing for a preset amount of time.
