Not really. The kingdom can usually run itself unless you're building it up from scratch (fucking Kingmaker).
And hell, even then, you can't build a campaign around shitty a shitty Civ ripoff, so you're going to end up adventuring anyway, if only for something to do.
So what options are there to apply metamagic on the fly? Scenario is nonlethal part, merciful weapons can turn on and off so to speak but merciful metamagic feat is for good for prepared casters, even if its spell slot +0

See, there isn't level adjustment in Pathfinder. That's not a thing anymore.
So you're asking the wrong question. You should either make this a thing that all PCs have and just deal with it as a GM, make it unavailable, or make it more a curse than a blessing so if they get it, they have to worry.

Does GM here use a fudge box? I'm running a mini session for three weeks as some players are busy with life, and I wanted to have the screen down and have combat rolled mostly in front of the players. Still wanted to hide the other rolls off to the side about random encounters as secret rolls made for the PCs.

...they do note that templates can be applied to PCs though. And even give suggested adjustments for the ones potentially intended. They're also laughably incorrect in some cases. Like the Noble Drow (as opposed to the normal Drow) being only a +1 adjustment is something laughed off the table by nearly any group.
In general though, the way to handle it is to go into a game with everyone having a similarly scaled template if you're going to use templates and to otherwise avoid using them

Overlewd user said he'd run his game most likely if he got rejected from Blingmaker. I heard he's still working on a custom setting, but that's probably going to be even more of a problem than if he ran it in the Stolen Lands, knowing how autistic /pfg/ can be.
It could be asked this way; would this require a level adjustment to be balanced? Or is it netting out to no benefit?

Nazarick is honestly insane. For starters, you have 10 level 25+ people running around in +20 gear; one of them has no actual weaknesses and has autorevive while another one has divine levels. Then you have 6000 level 8-10 skeletons swarming around and that's not counting the random level 20 mobs running around or Rubedo who's like a CR 40 encounter on her own.
Reminder that good namefag degenerates run games for people besides their friends. Not even salty about Shardwalkers, I just want to shit on Rory.

That series was kind of boring to me. Like, it's well-executed, but the premise is still basically "self insert nerd wish fulfillment" to the nth degree, without any of the stuff that makes self insert nerd wish fulfillment stories good like real philosophical conflicts or personal drama.
