Yep, nothing wrong in executing your own men in order to raise morale, sending them to die by the billions, murdering someone because you SUSPECTED he or she was a heretic, purging entire populations because of superstition or literally regard human life as the lowest kind of currency, nope. As per the tolerance, it's more of a pragmatic issue due the insane amount of planets and populations there is on the imperium, so they give leeway to those because it would be a major pain in the ass to staunchly regulate every single one of them. Not to mention that the moment an inquisitor sees your cult stepped out of the line and/or stopped following the main tenets, well...

Well I don't want to reveal too much, because it might interfere with the results. But basically, you get a small metallic object, put the string through it like pic related, and hold it a few centimeters above your wrist. Hold it as still as you can (or someone else can hold it), and watch for movement very carefully. If it moves, record how it moves and in what order (eg, square, triangle, circle, square). If you're going to do this, it's probably best to do this to as many people as possible before I tell you what it does.

I've done my own experiments with this divining before. As far as I can tell, it's never been wrong, even when people didn't know what it was supposed to do or foresee. It also requires a person to hold it - I've tried tieing the string to doorknobs and such, but it never moves. I would say this relates it to the odometer effect, but that does not explain how someone can do it without knowing how to do it. Or how it's (so far) been 100% accurate. Anyways, that's about all I can say without ruining the experiment part of it.

Oh and one more thing! It should move, pause, and move again, not move continuously in different ways. If it stops for four or five seconds it's done and will just start to repeat itself.
