Not plague marines specifically, but you can choose mark of nurgle for any marines in your kill-team, that pretty much makes them a plague marine, due to how much more durable they become.

They're in universe power creep but all their actual rules have been pretty fucking mediocre so far.
Eldar and Tau will probably still mulch them which if anything is going to seem even better when you're doing it with your old and unmodified guys.

Primaris are a result of models over fluff/need. They had some cool new space marines but they didn't wanna overwrite the old ones so they just made em 'buff marines'.

Well that depends on how bad and what kind of bad.

If it's the usual garden variety kind of bad then I can usually ignore it, though I would probably still rather look at an army that was just sprayed white.
If it's horrifyingly offensively bad hen that's of course a very different situation. If it's a badly painted Forge World army then that's just the worst though.
