People can buy the coin now if they really wanted too. Anyways, even if there is actual demand for something, whales can largely suppress it. Especially, since the entirety of raiblocks doesn't appear on the exchange at once. People have to send from other sources to get to Binance in the first place. The more you trade on exchanges you'll get a better understanding how truly the market is manipulated by whales.
