So let me get this straight, That Guy wants to "romance" any thing that moves and wants the GM to facilitate it regardless of the story pacing, time investment, and wishes of the GM and group. In good faith the GM allows it because he believes the player is good at role play and it might add to the story. However That Guy immediately wants to cross the line of tasteful fade to black and go full on "time to fuck the shopkeeper" and wants the GM to facilitate it regardless of everything. The GM tells That Guy no but that leads to That Guy nagging the GM and holding the game hostage until he relents in an effort to shut That guy up. This doesn't work and That Guy now feels emboldened goes so far as to gloat about how in the interest of salvaging the game the GM relented to That Guy acting like a prat. So the GM later concocts a creative way of getting back at That Guy while sending a message to the whole group that this won't happen again, which actually works and the game goes on as normal. Finally the GM posts this story on Veeky Forums looking for interesting stories of effective player management and instead gets the braying of mules...
This is just strange its like the That Guy convention is in town and they are out for the blood of the innocent, the law and the feelings of the authorities and civilians be damned.

RPGs can involve sex, though. It's a valid part of the spectrum of human interactions.
It doesn't have to be detrimental to every other player's enjoyment of the game. Just don't obsess over it, having your character trying to get some poon every five minutes of game time.
