I'm using Dungeon Painter for dungeon maps and that one free hexagon map creating program I don't remember the name of for world or region maps.
To follow up on user's suggestions there's also:
It generates random maps, but you can choose which tile set you want, and you can rotate and replace tiles to create a map you want.
You could also simply use a premade map that you've altered to taste. There are a couple of sites with excellent maps for use.

You can then use a free tool like paint.net to do the color. (Pic related started out as black & white map from Dysons)

Anybody have any good tips for pen and paper maps?
all of them that i make just kind of look wonky and its hard to express forests without them looking patchy

Make a small amount of hot chocolet or coffee, or some similar drink. Pore it on a flat surface like a plate and let it dry.
The way it cracks (like pic related) would look like the map of a walled in old city.
This method gives your city's an organic feeling
OP literally asked for town maps and all you guys have done is give him random stuff he didn't ask for.
