What a fun political deck? I wanna use a deck that taxes like ghostly prison and propaganda. My playgroup just want to have fun, so we banned Storm, and infinite combo shenangigans and sol ring + lightning greaves.

The same way O-Ring and Fiend Hunter were abusable. (and thus they fixed the wording on those effects, like Banisher Priest)
You find a way to cause it to leave the battlefield before its ability exiling something else resolves, thus putting the return trigger on the stack above the exile ability, and so the return resolves first returning nothing, and then the things it targetted get perma-exiled.
ex. Activate their ability to exile a thing temporarily however many times (typically for every counter on them)
Then do something (at instant speed) to get rid of it, like Cryptic Command or something.
That resolves, the parallax leaves triggering its LTB.
LTB resolves, returning nothing.
Then finally the "temp" exile abilities resolve, permanently exiling the targets.
I've got a rules question that isn't specific to EDH.

Do you need to PAY the additional costs or just choose to use them? Is Buyback considered a an example of an additional cost?

You have to remove the fade counters and before the abilities have resolved, you need to sac or destroy the enchantment.
With Wave you can do it constantly, if you have Opalescence or Starfield of nyx out or it's creature in some other way, just use the last counter to exile itself, so it returns to the battlefield with all the counters and then resolve the abilities on the stack.
It can't be done with the black one, and with blue one it might be possible, but it would have to be a land for infinites. Only way that I can think of is through Opalescence + Conspiracy + Life and Limb, from to of my head.

Buyback IS an additional cost, as is kicker or escalate. Overload is not.
You still have to pay for any additional costs, if you choose to add them onto the spell.
So yes, even if you cascade into Capsize, if you want to buyback it, you still have to pay the 3 mana.
