Yes, it's illegal to not have a free water offering. A lot of restaurants give their free water in a kid's size to-go cup, with no ice. If you want ice and a larger cup, you pay for the larger size cup and ice. If you wanna drink more than a kid's cup of barely-cold water, then you can bring back the cup for a free refill (that's part of the law IIRC - a free water option and no charge to get the free water more than once at the same establishment, so essentially, free refills)

A restaraunt is well within the laws to charge $1 for the paper products when one orders a water...what are they gonna do, ask for water to be poured in their hand?...and for that, the restroom is that way, ---> but to use the facilities, the restrooms are for paying customers only.

restaurants don't have to give away free water. they do have to pay a water bill.
Is there any sort of limit on that though? I know that in bongland they have a limit of nothing over a certain amount can be paid in pure coppers.
I don't think so, in America at least. I think most places offer it for free because it makes the total bill cheaper and people would be more likely to just order a meal.
If they have a bathroom with running water that they let anyone use, they're still offering water.
