I think you got some serious problems with understanding this theme so think about it like this:

1 apple + 2 apples = 3 apples
2 million + 1 millon = 3 million
Therefor
2 fourth + 1 fourth = 3 fourth
Or
1x + 2x = 3x

Segment (or however you want to call 'em) are pretty much like normal numbers. 12/4+24/4=(12+24)/4.
Remember: Segments are just a simple division! Therefor if yiu multiply both sides of the devusion the outcome will be the same
1/2 = 2/4
Or
x/y = 2x/2y

Ask your math teacher.

Oh and I forgot to mansion:
1x means 1 times x = x
