Whether or not meme drive works, Shawyer's theory was demonstrated to be incorrect (unsurprising given it is entirely an approximation error).
As for the publication of the meme drive manuscript, passing peer review for an engineering journal isn't too hard; randomly generated papers have done it before. This mound of gibberish should pass even easier as no one qualified to publish in AIAA would be qualified to comment on any proposal of how the thing works.
