Why can't a mathematician make groundbreaking progress in physics? String theory and higher category theory are intimately linked, and a breakthrough in either could earn a Fields medal and Nobel prize.

Nobel prizes are given out for experimental research not theoretical. So for Witten to get a nobel, someone would have experimentally verify one of the billion things he has published papers on. I imagine it would be on some of his condensed matter work before on String Theory.
I see. Well, a mathematician could still produce physics research which is later falsified, no?
