Yes, and you participate in this chaos at every moment, by existing. Only to the human mind, does all that is observable ( everything in the universe, including the universe itself ) appear to have order and pattern, such as the notion that symmetry is pervasive in all that exists. with that definition we fall in another semantic discussion. Chaos is the apparent unpredictability of a physical system. Chaos exist, however notice that it's just an apparent unpredictability, the system is actually deterministic, it gets unpredictable because the system is too sensible to a change in some parameter (I.e. boundary conditions of the problem, initial conditions, etc).

I will try to answer this is in a mathematical way.
Chaos often arises from deterministic equations. However, these equations have so many variables that a solution can only be approximated. And an approximation always leaves an error.
This error will grow in successive calculations until the system becomes unpredictable.
Nonlinear equations are specially bad, given that:
1) Most of them can only be solved numerically
2) Multiple variables increases error exponentially
The Liapunov stability coefficient will tell you how far into the future you can predict the outcome given a certain error.
Nonetheless, this coefficient grows much more slowly than the precision of your measurements.
