This is a fully expendable new rocket, due to the high payload. Echostar 23 is about 5.5 tonnes and the excess capacity will likely be used to launch it to higher than a normal GTO, to reduce the propellant cost of the circularization burn, and thereby increase the satellite's lifespan.
This is probably one of the old contracts that SpaceX signed when they didn't have much negotiating power to make margin for reuse.
They're still planning to do the relaunch before the end of the month. It'll carry SES 10, a 5.3 tonne GEO comsat. I believe there will be a recovery attempt. Obviously, it will have to be downrange, on the drone ship.
