There are other societies that have different genders that play a different role in society (for instance some have a special gender associated to people who raise groups of children and have their own social norms including mannerisms, dress style, social circles, etc...).

In general what is happening in the west is that people are beginning to question the gender system. So you get three groups of people

Social norms formed by cultural expectations do not influence genders, they influence the expected behavior of member within that culture based of of their age, sex (same as gender), race, wealth and social class. These expected behaviors could be in the form of gender roles, but that does not mean that genders change over time or that there are different genders seen in different cultures and societies. Gender and sex both refer to the category of one's genitals and predispositions caused by having XX or XY chromosones, such as specific hormone production, presence of prostate or mamory glands, etc. The existence of people with strong desires to be the opposite gender is the result of hormonal and psychological disorders, not the existence of more classifications of sex/gender.

Ever hear of pcos? It's kind of the opposite of what you described: XX but produces more testosterone than a "normal" female. Their health isn't great in general, especially unmedicated, and I'd bet your proposal would be a massive fuck up medically, probably wouldn't live past 20. Point being, women with pcos are still women, like it or not.
