in that case it is a corn starch and water which means when it is at rest the starch particles are farther away from each other and are able to flow past each other easily, when agitated the particles are packed tightly together and push the water out of the way making it seem solid

Looks like a corn starch and water mixture with some type of sauce or spice giving it the brown color. The pink thing looks like a chicken cutlet.
