If you distributed that amongst the poorest Americas such that their income is equal to the poorest American who did not recieve money, it would have a negligible effect. It's $18 billion/year. You could give $9,000/year (a part-time worker) to each of two million poor households, or $18,000/year (a full-time worker) to each of one million poor households.
