Get rid or reform the power structures that allow it to be acted out. IE I don't care if my boss hates my race, other than the fact that he has the power to fire/hire/punish/etc. me. Both are necessary for the oppression and getting rid of either will solve the issue. I think rethinking power structures is easier, or at least more straightforward, and more productive than enforced tolerance or reeducation.

If you're only interested in directly getting rid of "unreasonable hate and fear of people based on skin color" then you have to ask for that dumbo.

This is a good point. There is no way to get rid of implicit bias based on our biology (I have no proof such bias exists, but according to the theory of evolution such biases should exist) without altering that biology. So either we kill all non-white or non-asian people (no rational case can be made for the sole survival of any other "race") or we try to somehow not let it escalate until we have designer babies.

Now as for the other kind of racism:
Getting rid of "learned" racism requires proper education and that's where our current educational systems are failing. Openly racist organizations are dictating policy on university campuses, schools teach ideology instead of science-based, rational discourse.
