Not quite. It's just one of those ideas that became a meme for being a cliche without ever actually being a cliche. It's the sort of thing stupid people lap up because it makes them feel like they're finally clued in to an obscure cultural reference, though when asked for specific examples there usually aren't any or at least not as many as they would have you believe.

I've noticed that the record scratch trope is mostly only in trailers and not the actual movies themselves.
