Medieval(not much here, skip if you want)
Renaissance (the prince if you want a specific)
Chinese(very important)

This is where it starts to get interesting, as the political climate is so volatile and complex from the 17th to 19th century, there is a lot of books here. Basically pick and choose some of the more relevant and long lasting ones before you move on(btw you should be reading lots of history as well to supplement)

Now we get on to the modern era. Basically you want to read a lot of establishing books by famous diplomats, politicians and theorists from this time. After, you can start to get into more technical works which represent our best understating of statesmanship today with advancements in psychology, group behavior, game theory, economics, etc. You should also be learning more about how government works at this time through books and first hand accounts. Read lots of biographies as well.
By the end of this you should have a pretty well-rounded look at statesmanship from multiple viewpoints, cultures, and sources. This is only possible if you also have a strong background in history, philosophy, economics, and social science. Now that you have the basics, you can work your way up through the political ladder, and gain experience. Only after a lifetime of dedication to statecraft can you begin to formulate your own theories on how to govern best. Good luck op.
