I ran a simulation and it honestly depends on the speed of the flow. If it's fast, 1 would fill up first. If it's slow and steady, 3 would fill up first

Im only 13 so im not that smart but it really depends on how fast the water is coming out if its coming out really fast cup number 1 will fill up first but if its coming out slow cup number 2 will fill up first(sorry for my grammer)

Considering the sneaky blockages, it would depend entirely on the size of the open pipes, the size of the hole in the bottom of 7, the rate of flow, and the viscosity of the liquid. With different variables in each, it could be 1, 7, or 8.
