It's a matter of not having enough resources for everyone. Resources aren't as limited as you think, they're being horded.
At some point in the past there was a bad crisis where resources were limited. This triggers a reaction where people where people horde resources in order to "weather the storm" as they say. This creates scarcity. Scarcity triggers this hording response in more people and triggers more scarcity. At some point the crisis is over and resources are no longer scarce. Most people's hording instincts shut down in this case, but for a small percentage it doesn't shut off. They continue hording resources for the rest of their lives. When they die, they pass on their horde to their children who keep the legacy of hording resources going on. Eventually we reach a crisis of man made origin where all the hording creates a new type of scarcity. It's a scarcity made by a crisis, that only strengthens in response to the hording instincts that are triggered by a crisis or scarcity. There will be no relieve, it's a feed back loop. Things will only get worse and worse, and they have the nerve to blame the cause on too many people.

The way I see it, the engineered "overpopulation crisis" can be solved not with the deaths of the great many as some evil mastermind will dance around or hint at, but by freeing resources of the top 1% that hold.
