How would I do it? It'd be a few different avenues.

Firstly, it'd reward people for not having children. We'd actually pay women to use an IUD. Yep, totally pay women to be unimpregnatable. And similarly, pay men in order to allow society to stick a little sponge down to block the seminal ducts. Something that could be removed in a jiffy by a proper surgeon with no side effects or permanent damage.

With people actually receiving money to not breed without wanting to do it, suddenly there are no accidental babies. They can control their family planning 100%. Enough money that it can help them live, not enough to just sit on their ass and hoard it while letting the government fill their bank accounts. No accidents mean no baby mamas that go "WHO GON' PAY FOR ALL MAH KEEDS? WHO GON' PAY FER ALL MAH KEEEDS?"

Secondly, I'd try to increase human longevity. If it involves tweaking peoples telomere caps like Naked Mole Rats so they just physically never run out of the ability to renew themselves or mutate in ways that'd result in cancer, so be it. With people able to be more healthy for longer, it's suddenly less important to breed immediately until you have the wealth and establishment and resources to afford it

Thirdly, I'd incentivize athletes and geniuses to donate genetic material. Not to breed super babies, but for gene editing. A super cardio athlete and a family that has a curious penchant for certain forms of savant syndrome may be fun to record and experiment with. If certain genes or combinations/expressions are just plain superior, then there's no reason they couldn't benefit the already existent populations already existing genes. So this way you have the inarguably more superior bone structures, organs, immune systems, brains for all manner of intelligences, all forms of health, being distributed across the entire population within the same generation.

Now you don't even need to worry about stupid people overbreeding like rabbits, or accidentally breeding. You can make sure people breed only when they have the resources to do so, and if they don't have them, they can pay for it with their freedom. That'll put a massive damper on how often they can do so.

And you make sure that the people that should be breeding will have good incentive to do so. People that can afford to raise their own offspring into privilege and education and comfort. Ensuring that intelligent, even tempered people are the ones that wind up more likely to pass on their genes than idiots who do nothing but shoot up drugs and fire out babies.
