OP here, thanks so far for the answers. I'd like to put the focus on the applicable side, the technologies. What consequences would it have if restrained areas could be explored and applied? What benefits? I.e. what are we missing out on if it remains restrained?

Well in the US it is forbidden to use federal funds to research gun violence. Anything involving sex tends to be discouraged. Like researchers tend to shy away from researching animal genitalia because a politician made fun of it and called it a waste of funds. Even though genitals are really where the rubber hits the road when it comes to biology.

Not a problem. Because robots/AI are so hyped right now and because the people doing these things wouldn't recognize research that is directly applicable to automation.
Here's the real problem though we're doing less fundamental research and less high risk high reward research. Fundamental research is needed for big breakthroughs like CRISPR, but no one wants to fund it because applications aren't immediate. Funding agencies are also less willing to fund high risk high reward stuff. I'm not talking about risk like turn everyone into zombies, I'm talking the risk of whatever is being funded not working out. Things that are a little more out there than what we have now tend not to get funded. This is not wacky fringe shit like antigravity, just doing stuff very differently than we have done before.
