Well, over here more than 90% of payments in stores, bars, restaurants and such are via debit card. Which usually works on a flat flee system. And is cheaper than transporting cash.

That's because with a CREDIT card there is the risk of the cardholder not paying his bill. With a DEBIT card there is a direct trasfer from the account of the cardholder to the account of the store/bar/etc. So no risk. There is just the basic subscription for the service and the lease of a secure line.
