The problem isn't knowledge, it's the self-control that would be regulated by the prefrontal lobe, which hasn't been fully formed yet. There are two point of contention here. First, I'm not making a particularly complex scientific claim with regards to the relationship between a fully-formed brain and proper risk assessment. It's the argument child psychologists use to condemn the charging of children as adults in a court of law. We all instinctively understand that a 13 year old doesn't have the mental capacity to fully comprehend the severity of some of their actions. You don't even need to have a scientific pretense to this argument.

And second, I'm not asking for any girl to be punished. I specifically referred to 'culture' in my original post. Your entire point about laying the blame on society at large rather than individual girls misses the fact that that's exactly what I'm doing. I never called for individual girls or parents of girls to be punished.

My rejoinder to this is that yes, we should do this, but you can't really impart wisdom. Our culture still needs to find the sexualization of young girls to be taboo; we can't rely entirely on the self-worth and good-judgement of girls who are too young to even drive.

Our brains are fundamentally mechanical. A person who has a diminished capacity for abstract reasoning and self-awareness is less likely to make rational decisions. You can't theorize around this basic biological fact. Nature doesn't care about our high-minded principles. We do educate children, but we don't labor under the illusion that education exists separately from the biological limits of a still-forming brain. We can't teach a 5 year old Calculus.

Our society is built on taboos that function to tamper some of our baser instincts, and those taboos apply equally to men and women. The notion that the excesses of absolute freedom can always be mediated by education is simply a naive myth. If there's no societal bulwark against violence and tribalism, then they'd be even more common than they currently are. The fear of ostracization is a much more powerful method of sublimation than enlightenment is.

Correlation, causation, etc. This is also on the heels of the fact that teens are having less sex overall, that abortions are becoming more socially accepted, and that pediatricians push birth control earlier than they've ever had.

Studies can only tell us what's the case in a very narrow sense. It can't impart to us the importance of particular values, or understand the effects of what it's studying on wider present and future cultures. Studies of The Pill can tell us that there are fewer unwanted pregnancies, but it can't tell us the effects it has on social cohesion, monogamy, and demographics.
