Without the 21st chapter, Alex remains a reflection of his environment, his agency twisted into a binary of conformity versus rebellion. His becoming sated with the violent misadventures of his youth and seeking a "family life" is the byproduct of his having essentially done all he wants to do, and recognizing that the meaning in hedonism is that you are allowed to explore your limits, but when you find them, you are changed. It isn't until this point that Alex even really becomes a dynamic character, and there is a sense of imbalance without it.

Yeah this. Kubrick's ending is le edgy and dark but pretty much negates any character development.

You're missing the point. Burgess was more creative and courageous in what he did with the book than what Kubrick did with the film. There is nothing groundbreaking in either filmmaking technique nor technology in the film version of A Clockwork Orange.

If people didn't jerk themselves so hard over Kubrick, the film would've been forgotten pretty quickly.
