It will take the Democrats a decade to reverse the leftward drift (if they even have the willpower to do it) and attack the GOP from the center as Bill Clinton did. Even he couldn't keep a House majority.

Due to their lack of local elected officials in "flyover states", the Democratic party at the national level is actually suffering severe "brain-drain" because local offices are faucets through which new talent flows to Washington. The political system has moved away from what you're describing since the 1920s, when politics was basically run by entire machines. Imagine if Democratic Party volunteers were personally responsible for distributing welfare, deciding who gets firearm permits, ran elections wholesale and owned entire towns.
